Ine endorsement by the Becretary of the Trea- sury of the principle of taxation of sales aa pro- sented from time to time to the public through the medium of the Bux, is progressive step in finan- cial legialation which promises the moat satisfac- tory resulta. More than two years ago thie jour- nal alone and single handed urged the adoption of thin #yetem as the only practicable means of eocur- ing s revenue adequate to the burdens of the war, Wo held then, as now, that the old methods of taxation adopted by Mr, Cauasm would necessarily fail, as they were based upon the radcaly vicous old-world plan of taxing producers in place of consumers, Time has justified only wo con- dusively the correctness of our position Onur financial legislation has been @ blunder fro Gre to leat, and though everything has been taxed from whiskey to lucifer matches, the revenue has oot in a single instance produced the anticipated emount. The tariff and revenue duties are falling off —as might have been expectod-under exoeamve importa, These results were foreseen aud antici- ated by us, and we urged the system of taxation of sales as the only moans of. ramog wer revenue, We showed that from » close end reasonably accurate calculation- of the total commerce of the loyal States, that the im- mense revenue of two hundred millions @f dollars ® year could be derived from sone per cont, tax on aslos. A two per cent. tax would therefore yield a eum of four hundred mil!ions s year, while 8 throe per cont tox would nearly bear the entire com of the war, and supercede all uecessity for loans. We pointed out how this revenue could be collected without injuriously affecting s @ingle in- terost, without pressing upon production, a under the present system, and almost without be- ing felt by the grest mass of the poople. If thie plan of taxing salen, or in other words of taxing consumers ip the first piace, inetead of pro- ducers, bad been adopted two years ago by the Government and Cangreas, the nation would have been spared the mountain of debt that looms up always in increasing proportions, and our cur- reney and finances would not be so desperately embarrassed. These calculations are by no meana visionary, and the tax.can be collected more easily and economically than any of the duties un- der our present bluodering, ineffective, no-system of taxation. They are the reflex of all that has been done by the guvernmert, financially, militari- ly, and otherwise, during the eveutful year which ie now closing. They are so official exhibit of the progrese made by the government toward the reat end of restoring the Union, they indicate the exact condition of the national resources, and are, in short, the only truthful and authentic index of the actual condition of the country. Besides the general importance = of these documenta, they contain many features of particu. lar interest at the = present time. The recommendations of Secretary Fresmxpen = rela- tive to the finances, and the suecestioas made by Becretaries Stan ros and Weites in regard to mat- ters connected with thelr respoctive burcausa are additionally joteresting, masmuch as they will form, leading topics for discussion at the present session of Cougress. The condition of our peace. fol pursuits, and the remarkable prosperity of busi- nese during the trying ordeal of rebellion, are no leas deserving of attention than the situation of military atfaire The onward march of agrwulture devel- andthe ig arta the uninterrupted opment « ir national wealth, and the steady in- crease of our population despite the ravages of war, are subjects for thoughtful study and reflection, No reader, therefore #lould neglect to give these {important public documenta acareful and atieative perusal, for they contain the accurate rraume of what the country bas accomplished in ite vari- ous interests during the lass twelvemonth, Kailrond Monopolies. We have received numerous communications, from different correspondents, complaining that the Railroad Companies do not sell their tickets at places that are convenient to the public, and when sppliceunts Cesire to purchase these tickets in large quantitics the railroad authorities will not sell thom. A customer must ride the length of the road to obtain legs than « uozen tickets, and may not buy two packages at the same tine. Conduc- tors are uncivil and rude to those who refuse the illegal exaction of an extra cent, and in mavy ways the riding public are made to foe! that they are at the mercy of the monopolists who control our city railr.ads. A wealthy man, public spirited enough wo take hold of the matter, might prevont some of the evils complained of, and eventually caust these “yridironera" to keep within the letter of the Iaw that has given them almost» monopoly of the public streets, A few lawsuits, determinedly followed up, would prove beneficial to the people—-end to the railroad corporations—if they did not result in cancelling the charters and authorizing the Common Council to tako posses- sion of the different railroads Io offering to take upon our hande the entire ticket system of all the city roada, wo have done so in entire good faith, and are prepared to give bonds that the whole business shall Le properly conducted, without one penny of expense to the railroad companica or the public. We are willing t© print the tickets at our own cost, and furnish them to customers in large or ama!! quantities at the five cent fare, with the revenue tax added, and redeem them in cash at all reasonable bours, on preseutation by the agents of the Railrosd Companies, We are aware that this business cannot be accomplished without much labor and {considerable expense, but weare prepared to inour that for the purpose of domonstrating to the public that the City Railroad Companies are illegally exacting from every working tian aud woman—cowpelled to ride in their cars a sum of money equal, yearly, to « week's Wayes or several new dresses, Mr, stevens’ Gold Bill, Tur sudden advance of twelve per cent. in the price of gold, ip consequence of the introduction in Congress of Mr. Bravens' gold bill, seems to bave operated more powerfully in detpoustrating to Congress the folly and bad p than all the arguments d ond history.
