THE NEW YORK SUN TUESDAY MORNING, NOV. 15, 1859. ‘Taxes and Awenmonts. _ Tamar a grent wrong is done to citizens and ‘Property owners in this city, by not giving suf- ficient publicity to taxes and assessments on Property, is evident to any one who will take the trouble to look over the list of property now being sold, at the City Hall, for taxes. In the Hist of names of property owners will be found Shoko of many of our most prominent citizens— ‘men, who; it cannot be supposed for a moment, weuld allow taxes to run on year after your, drawing twelve per cent intorest, if they had sany knowledge that such was the case. ‘One great fault is inthe want of proper ad- Tertising—Insteed of selecting some obscure Jjoarnal scarcely ever seen by the business pub- Yio, those journals that are universally read should be the medium for this purpose. Per- sons calling for their tax bills at the Receiver's offices, should always be furnished with a full Dill of all liens upon the property, whether for rents, taxes or assessments. If this was al- ‘ways promptly done, it would save a vast sum of unnecessary expense, and much time and ‘trouble, Serious complaints have for years been made and justly #0, that assessments for opening regu+ lating aud grading streets and other improve- ‘ments are made without any knowledge on tho ‘part of property owners. A petition is got up. signed by a few parties, upon which the Corp: ration advertises in some out of the way sheot for objections, No one seeing it, no 0) is made—the contract is ,iven out to so favored contractor, and probably the first infor mation (ho property owner has his propsrty has boon sold on Corporation lease for fifty to one hundred years for the assessments. Or if he is fortunate enough to hear of the sale previous to tho expiration of the two years allowed for re- demption, he must pay double the legal rates of interest to redeom it. It is time there was an ond to thts course of proceeding. If citizens and real estate owners would know what is being done by the authori- ties, and thus be enabled to keep their property cloar from such entanglements, lot them demand suitable advertising In such channels as the pub- lic will be likely to see it. The rates of tax: tion are sufliciently burthersome without hay. ing added thereto, inordinate expensis, ccca- sionally by a sale whon a sale would be ayci led by suttable publicity being given at the outret. ter from Haytt, By the arrival at this port of the brig George Albert, from Port au Prince, we have recelved our Hayti f'es to October 22. He showed that, according to authorities on the subject, there wore in this State 15 million acres of enclosed lands—suppos- ing there to be divided into fields of 20 acres each, there would be 750,000 such fields, requiring 120 roda cach of fence, in all 90 million rods of fence in the State, ‘The coxt of fencing was from 50 cents to $2 per rod; rail and post and board fences, built at the cheapest rates, last at moat but about 10 years, while stone fences, though more durable, ars much more contly—taking the avorege cost at 75 conts per rod, we have for the first cost of the fences in the State, $67,000,000, The cost of keeping these up and «interest at six pcr cent, on the first cost cantot Lo leas than $10 720,000 per annum, ‘The idea is absurd of making @ man pay baif tho coat of @ division fence which achieves no other good. than keeping other folks’ cattle off his property. No man has any more right to bring up bis cattls to Practices of dishonesty,in poaching on his neighbors’ property, than to train up his children as bighway- men, The principal objection to fences was thelr {nconvonicxce in working @ large portion of the Jand, and in transporting grain, manure, etc., from Vlace to place over the farm.
