NAVY OL LEASES ‘ADS APPROVAL ~ SAYS PRESIDENT Harding in Message to Senate Says He Agreed to Plan Before Adoption. WASHINGTON, June 9,—President Harding in a special message to the Senate late yesterday stated the policy of the Navy and Interior Departments in dealing with the naval oil reserves, including private leases, had his full approval, Secretary Fall, in a letter to the President accompanying the report, said he was handing to the President the document “in the sincere belief that the contracts entered into and the policy as formulated and carried out up to date will reddund to the credit of your Administration, both in the Immediate present and dle- tant future.” The President transmitted a vol- uminous report by Secretary Fall re- garding disposition of the naval re- serve. Mr. Harding said the report was not to be construed as a defense of the Administration policy, but to give information to the Senate in ¢onnection with the investigation re- cently ordered by the Senate. The President added that it was enly fair to state that the policy of the Navy and Interior Departments dealing with the naval reserves was “submitted to me prior to the adop- tion thereof, and the policy decided upon and the subsequent acts have at all times had my entire approval.” The President's message and Secre- tary Fall's report were referred to the Public Lands Committee The President wrote that the report “was comprehensive and “gives details of the handling of all naval reserve petroleum matters up to the present.’ “Iam sure I am correct,” dent continued, “i impelling purpose of t the Interior in making report, is not to be construed as a defense of either specific acts or the general policies followed in dealing with the problems incident to the handling, of the naval reserves, but 1s design afford the Presi- the Senate ts entitled and which will Prove helpful to the country gener- ally in appraising the Administration of those matters of great public con- cern.” Secretary Fall's report, after giving an historical review of the creation of naval oll reserves and withdrawals from entry of oll lands by Executive order, stressed the loss of naval oils valued at millions of dollars by drainage through adjacent drilled wells. He estimated the loss sus- tained in this manner from the three reserves and prior to the present Administration at 6,800,000 barreis, valued at $8,800,000, Mr. Fall attached a report made in 1916 by Mark L. Requa, Chief of the Oll Division of the Fuel Admin- istration under Wilson, urging protec- tion of naval oils and referred to a lotter in the same tenor from Secre- tary Lane to Cabinet members, Greater drilling activity has been noted prior to March 4, 1921, than since, Secretary Fall said.
