Tn an effort to lessen killings by motor vehicles in thie city, the Board of Aldermen passed an ordinance ‘Tucsday. This new “speed Jaw,” which undoubtedly will be signed by Mayor Hylan in a day or so, alms to curd reckless driving and speeding. Chief Magistrate William McAdoo, who as Police Commissioner in 1905 gave New York its first TraMc Squad, who orgabized the present Traftic Courts and who has for many years been a close student of traMec prob- lems in this city, commends the ordl- nance and comments as follows: “| think, on the whole, the amend~- ments to the ordinance ‘are commend- able. They have been long under consideration before the board, and the Magistrates who preside in the ‘TraMc Court and myself have on sev- eral occasions been asked to give our views to the committee. “There has been some difference of opinion among Magistrates as to whether or not the existing ordinance covers bridges and parkways. ‘Ibe amendment passed by the Board of Aldermen prohibits a speed exceeding twenty miles in those places and will supersede park and bridge regula- tions. “To avoid the danger of vehicles coming from warehouses or garages a out of alleys or lots across the walk, it is provided the rate of speed in those cases must not exceed four miles an hour. “A most important change is made with reference to passing street cars which have stopped for thé purpose of taking on and landing passengers. As the ordinance reads now, motor vehicles must not pass within eight feet of such a car on the right. This has been changed so aa to make it an equal offense to pass within eight feet of any part of such a car. Under the existing ordinance we can fine the driver for going on the right $25 as a minimum fine, but only $10 as the masintum for going on the left. WASHINGTON, April 20.—Plans for reorganizing the New York Post Office, dividing the work into two parts, have been approved by Post- master General Work, in conference with Postmaster Morgan and W. B. Cochran, Inspector in charge of the New York Division. ‘The arrangement {s called the ‘“Two- Division plan.” Each division will be distinct and will be under the direc- tion of an Assistant Postmaster. One Aivision will have charge of finance, the other mailing. This arrangement will go into offect immediately.
