NATIONAL GUARD RAPIDLY FILLING ‘Allotment for Second Corps Area Will Be Reached in Few Months. WASHINGTON, Dec. Progress in the rebuilding of the na- tion's second line of defense, thc National Guard, was made during the last fiscal year, says the annual re- port to-day of the chief of the Militia ‘Bureau, under signature of Brig. G-n.| Jesse Mcl. Carter, retireth On last June 30, the report says, the guard numbered 113,630 with 831 organiza- ‘ions allotted but not yet organized. On the basis of expansion during iast year, Gen. Carter’ estimated that before the end of the current fiscal year the guard would number 160,000 * men, or some 10,000 more than in the} Regular Army. Pointing out that available funds for this year provide for only 122,000 men, the report says that unless increased appropriations are allowed “there will be trouble | ahead” for the Militia Bureau.
