“NO MORE OFFENSIVE NAVAL WAR’—.Secretary Hughes WASHINGTON, Nov. 15 (Associated Press).—After all the speeches by repre- sentatives of Great Britain, Japan, France and Italy, Secretary Hughes thanked them for the cordial expressions and declared the time had come to proceed with the consideration of details of the proposed agreement.
