ALBANY, Mine 2.—Plans for the most sweeping reorganization of the administration of the State Govern- ment, to take effect at midnight to- morrow, were practically completed to-day. This legislation took from the Comptroller's office the income tax, in- heritance tax, corporation, mortgage and stock transfer tax bureaus, From the Secretary of State it took the au- tomobile license burenu. All engineering work is transferred to the State Engineer in the second consolidation. This affects the Health Department and Conservation Com- mission. The biggest cut in reorganization is made in the new Industrial Com- mission. According to statistics filed with the Legislative Budgct Commit- tee to-day, the number of employees in this department is reduced from 1,147 to 691.
