Cotillo expressed himself this morning as well pleased with the advancement of his bill for the pro- tection of the hundreds of thousands of foreign born residents from their fellow countrymen, posing as private bankers, and through whom they have been robbed of millions of dol- lars, supposed to be transmitted to their families or other relatives abroad. ‘The measure has been made a special order for Monday night. It is aimed at the big steamship companies and express companies which have ‘been gathering in the millions through their sub-agents. Some of the money has found its way across the seas, but a large amount of it has not left the country. It has been pocketed in Many instances by unscrupulous sub- agents. This particular biti of Mr. Cotello's would bring the steamship and ex- Press companies under the super- vision of the State Superintendent of Banks, as well as their sub-agents, doing a private bank- without regard to the vanking laws of the State, their clients being absolutely without pro- tection or redress. A powerful lobby nas been operat- ing at the Capitol in the interests of the steamship lines, most of them foreign, and of the express com- panies, and yesterday they thought that they had put one over on Co- tillo—the introduction of a vill whieh would make the measures of Senator Cotillo harmless, so far as their clients were concerned, ‘Then the lobby went home satisfied that they had done “a good day's work.” COTILLO PATIENCE HAS REWARD. “ Benator Cotillo waited patiently for @ chance to have his bill advanced, waited as he had done for three ‘weeks, and then his turn came.
