WASHINGTON, Feb, 18.—Opposi- tion to the drastic Federal regulation Of the coal industry as provided in the Calder bill is made by Senator Gay of Louisiana, in a minority report from the Calder committee, which he declares did not thoroughly study the @oal situation, but reached its con- clusions from a hasty and partial sur- vey. While favoring the procurement of fall statistics as to production and sonsumption of coal, the Senator does not believe power should be conferred upon a Federal bureau to require firms to produce their books and ac- quaint the Government with their business secrets. Ho classes the CaNer bill as “sweeping and drastic Federal regulation and interference ‘with business,” and that it would prove “the entering wodge for a wide- epread system of attempted Federal regulation of metal minting, oll, tron ‘and steel, umber and other industries, which is repugnant to every principle ‘ef American institutions.” ‘He docs not agree “with some the- oriets that we shall perpetuate regu- tations made necessary by the war,” @nd says regulations of price would produce widespread inequities, He opposes the licensing featire on the ground that it would subject business men to teclinicd! and voluminous reg- ulation, He classes the legislation ‘as a “long etride toward nationalization of the coal Industry,” and insists that Congress must not inflict on the vast at cba} operators and “blight of Federal reguia- dealers tho “ {lon because some took advantage of an economic situation to profiteer.” He favors legislation to enable the railroads to provide cars to handle peak shipments, and to influence equalized movement of coal through- out the year, which would prevent coal shortage.
