And in the crisis, when many other services were practically out of commission, the public turned to the telephone to mect the emergency. The operating force was more than 1,000 short of its full quota. In addition more than 2,000 operators were absent because of sickness. Many of those on duty were compara- tively inexperienced. Delays in handling calls became more numerous. It could not be otherwise. A sys- tem and working force capable of handling 3,500,000 calls a day were given a million additional calls to handle. The load was carried, not as well as we could wish but with remarkable success considering the difficulties of the situation. The city’s emergency created by the epidemic and the storm is passing. The telephone emergency, though diminished, continues. The overload in traffic is still heavy. New York City’s telephone service cannot be restored to its former high standard until we have increased our facilities and built up our operating forces sufficiently to handle the present overload of traffic and any additional demand that may come in the near future. We can cut down this overload as we gradually bring new workers and new central offices, new buildings and other necessary equipment into service. You can hasten improve- ment by voluntarily restricting your use of the telephone to the essential messages.
