THE EVENING WORLD, TUESDAY, MAY 13, 1919." a HIGHER RENTALS DEFENSE DECLARED TO) BE IMAGINARY Letter to Mayor’s Committee Says Landlords’ Arguments Don’t Show Fair Attitude, OF MEAT SURPLUS ABROA WASHINGTON, May 13.—Agreement of the War Department to unload its surplus meat. supplies abroad, thus saving’ losses big Packers in the United States ight immediate and ep dissatisfaction in many quarters Senator Kenyon, tows, dectared his intention of looking into the War De- riment deal hy mean of a Senate Fergiution “Those to eat more,” people meat at all would it said Kenyon. William Wbrlich, No. 61 Hast 118th Street, His jetter in part read: “Arguments on the part of the landlord that costs ave gone up, say, 60 per cent. on the average do not show a fair attitude, The tenants know about this bigher cost of living and they both know that ft hits the tenant and family harder than it does the landiord in a business way. “Therefore, assuming a 6 per cent. return on the investment as the de- sired net profit, it would seem that the landlord would have to increase the rental to earn this same return on the Dduliding’s value, which has been enhanced by the new conditions, But is the landlord dealing fairly LEMON JUICE FOR FRECKLES Girls! It stands to reason that property de- Preciates physically with age. An tn- biased conservative judgment weuld make the assumed appreciated value equal to the actually rapid depreci- med value, “Under normal conditions the ever- age flat cunts the landlord @ per cent. of the rental received, which is bis gross annual income, The remaining 66 per cent. represents his earnings im the shape of interest on his invest- ment, amounting to 6 per cent. on the value of the property. Now, this operating expense of 45 per cent. con- sista of about 16 per cent. for all taxes and insurance, then about 18 per cent. goes for upkeep, repairs, janitor service and redecorating, while 11 per cent, is the cost of beat, hot water and public lights. “The use of coal for heating has ‘been less than normal. And the nor- mai cost is full 10 per cent. of the operating expenses of a flat, The next large item consists of repairs and re- decorating, amounting to 12 per cent. Of all costs, Landlords have been ne- glecting repaira. The fact remains, therefore, that on half of the operat- ing expenses the landiord has in most cases shown a reduction, while on the other half there has been no increase, It is clear that the costs of operating apartment or flat buildings of the average middie class type have cer- tainly not increased.” Dr. L. A. Dreyfus, President of the Staten Island Civic League, declares in @ letter that mmuch of the rent profteering could be avoided if proper tranaportation facilities were pro- vided to that island. ‘Miss Hlisabeth Manning, Manager of the Lenox Hill Settlement, in @ letter to the State Reconstruction Committee, says that “the tenement difficulty is due to speculators, to the fact that tenements are mortgaged s0 heavily that there is nothing left to make repairs with, and to the hard- ships to tenants because of the dan- ger of eviction if they mike com- plaint,” The housing committee of the Merchants’ Association draws the conclusion “that Yent profiteering does not exist to any such extent as |the exploitation of @ comparatively few notorious cases would lead the public to suppose.” Herman Doctor, a manufacturer, of |180 Longfellow ‘Avenue, Bronx, & director in the Hebrew Welfare Alji- ance has suggested that about acres of city land near the old Jerome reservoir be leased to discharged soldiers and sailors. However there was a general shifting of commitments from oil shares and some of the other recent favorites into railroad and equipment shares, and these issucs enjoyed about the best market they have had this year, Greater optimism regarding the railroad outlook is based on favorable financial legislation to be enacted at the pending extra session of Con- grees, Gains to-day in the leading railroad stocks ranged from one to three pointe, In connection with the general rail- road situation one of the most promi- nent railway executives in the coun- try states that he has excellent rea- son to delieve that the Government will turn back the railroads to private control not later than January 1 next, and that there js @ strong possibility that they will be returned prior to that time. Oll shares bave lost in popularity since Sinclair Gulf gave such an un- expected and sensational demonstra- tion of @ weak technical position last Saturday by breaking moro than twenty points on sales aggregating less than 2,000 ghares. The opinion has spread that the oils have been moving up too fast, and need a sub- stantial reaction before new highs can: be made. The leading oils were subjected to profit taking to-day, and lost from one to three points. Coppers gave further testimony of being in a@ liquidated position by steadily bolding ground in the face of very poor statements of earnings by some of the important porphyry companies in the first quarter of the year, The leading producers ad- vanced the price of the me! for 60 day delivery at 16 cents per pound. Evidence that an open market for steel products is likely to result im higher prices was furnished by an advance of $2.00 per ton in steal plates by @ big producer. Steel stocks were strongly bought and ruled gen- erally higher. There was a further rise in the price of allver in London, and this in- duced fresh bullish activity in silver stocks. American Smelting, Ontario Siiver and shares of other companies that produce large amounts of the metal became speculative favorites. Tn the late afternoon there was a fresh volume of profit taking throughout the list and price changes became very much mixed. It was noticeable, however, that railroads, copper, steel, equipment and silver shares, showed pronounced resistance to pressure. ‘With sliver quoted in London at the equivalent of $1.21 in New York, the bighest price since 1890, speculation in shares of companies that do an extensive business in the metal is in- creasing. The most important silver stocks listed om the Stock Exchange are United States Smelting, Amer- ican Smelting, Ontario Mining and Anaconda Copper, Also, several ot the Jarge copper mining companies are largely benefited by the rise in silver prices as the silver content of their ores runs into large figures, However, current strength of cop- per shares is due mainly to materially improved 4emand for copper metal, and the large producers have moved up thelr quotations a peg to 153-4 cents per pound. It is indicated that export figutes for May will show a large increase over April and June figures promise to be larger than at any time since the middle of 1918. Domestic demand is also showing a hea!thy increase. There has likewise been a larger demand for steel products since the price stabilization plan was definitely abandoned, Consumers have evi- prices will not be further reduced, As a matter of fact steel manufac- turers are prophosying that quota- tions will aoon be lifted, In antici- pation of a higher level of quotations there has been important accumula- tion of steel shares, particularly United States Steel, by Interests who | disregard current discouraging trade conditions and the low income return |on the stock, but who prefer to take \a long took ahead and anticipate | probable conditions six months hence.
