WASHINGTON, Noy. 26.—"There is no reason for the people of the coun- try to be freezing when there are mountains of coal on the surface that could be gotten out.” This is the way Senator Reed, Chairman of the Senate Coal Com- mittee, characterized the holding bac from the market at a low price of culm coal}, of which there ts estimated various tonnage from 40,000,000 to 400,000,000, all of which was set forth in The Evening World's investigation, Senator Reed used very plain lan- guage in his long cross-cxamination of James B, Neale, Director of An- thracite Production of the Fuel Ad- awinistration and President of many large coal companies, He brought out the fact that the reason a larger amount of culm, loaded on cars at a very low cost, was not sent to market was that “it would break the profit on coal coming out of the ground.” Mr, Neale admitted that it would, 'So they kept the pri at the me level as freshly mined coal, and the only way they could keep them at a proper level was by not sending too much culm to the market,” said Senator Mr, Neale had admitted that forty men could load 1,500 tons of culm per day on cars, which would make an approximate average of thirty-five tons per man, whereas in freshly mined coal the average tonnage 4 man was from four to twelve tons There was no explanation as to why culm coal in times of stress, instead of the freshly mined coal, until the lowing: “In normal times,” Neale, “if they had taken out all the culm that it was possible to dig out, It would have broken the market.” “Then, if you gentlemen had owned all the coal in the ground, and some other gentleman had owned the culm, the culm would have gone on the mar- ket and supplied the market with that product and the high grade coal would have supplied a limited market, They would have sold their culm and you would not have worked your mines? asked Senator Reed. “That is approximately correct,” re- esentative rail com: t percentage of culm above ground as well as goal under tho ground?” “We started with the proposition that the railroad coal companies want to use the coal in the ground and do not want to use the coal above the ground; t fix @ price on the coal in the ground so they could make a profit out of that when it was mined {It then became manifest that if they would sell this culm in the market Jat merely @ fair profit that would |break the profit the coal coming the men were not utilized to send the | cross-questioning brought out the foi- | replied Mr!
