LET FUEL ADMINISTRATOR TAKE OVER ALL COAL AT TIDEWATER, IS PLAN, ©. H, Frost Suggests Supplies Be! Issued to Dealers So as to Avoid Confusion and Delay. ‘Wits Tittor of The Evening World: ‘The present emergency in the dis- tribution of coal is causing untold misery and suffering, ns well as loss) running into staggering totals, So far! as is known, there is no real shortage of coal mined, but the shortage ap_ pears to lie in the present methods of Aistribution. The following ts re-| specttully submitted as a posstole| rgeans of relief: Have the Coal Administrator (in the case of New York Mr. A. Hy Wiggin) take over all coal now at tidewater and consigned to respec- tive dealers in the metropolitan dis- trict; let the respective dealers ob- tain the coal from the Administrator; Dave the dealors notify the Adminis. trator the day before of the probable tonnage they will require for the fol- lowing day, and let the Administrator issue to the dealer an order calling for so much coal. Have the coal dealer send his check to the Administrator for the vaiue of the coal he secures, which shall in- clude the cost at the mines, ptus ratiroad transportation and lighterage charges, plus the proportion of the expense of maintaining tho system suggested. | the Administrator tssue his! check to the mining company, the) transportation and lighterage com- panies; permit the dealer to charge the consumer the price he pays the) Administrator, plus a fixed per cent-! age, which shall represent his charge! for dellvery and shall include @ reas sonable profit. The advantago of the plan sug- gested Iles in tho fact that it does away with all lost motion and loss of time betwoen tho mining producer and the ultimate consumer. As at) nt, coal consigned, say to Burns Brothers, may be contained in any one of 60 to 100 cars, These cars may be scattered among twenty treins or may be surrounded by vast amounts of other freight, but, betng| consigned to Burns Brothers, can be! used only by Burns Brothers or their! nominee. | On sidings near to tidewater may, be cars consigned to several difter- | ent dealers, but each dealer is inter. | ested only in unloading his own tn- dividual consignment, and, should that consignment be inaccessible, the dealer's equipment ts idie until he can ave access to that particular con- signment, whereas, under the pro- posed plan, all coal at tidewater and/ im transit and all coal to be put in‘ transit during tho present cmergency | ‘would be consigned to the Admints- trator, and Burns Hrothers and all other dealers would be required to use thetr facilities in unloading and de- lUvering the coal, not THEIR coal but THE coal, and would secure thetr supplies from tho Administrator, and all dealers woul: d to chip in and help del val, Hers of | whether it was their coal or somoe- 6 Administrator. | ti¢n would be in tho substantial to ering of the price to the consumer, as, th¢ price to all dealers being the svme and the asking price being a} ed percentage above that price, coal 14 be delivered to the “collar deal- * as cheaply a3 to tho consumer of lange quantities. ‘The plan above suggested would pay for itself and the saving In lost im tion and lost time would be suffi- ciently great to at least justity its! trial. | ‘The objection will probably be mado | that this is confiscation of private | property. True !t 1s, but the Govern | ment has already confiscated to such extent as it deomed necessary private property, and such as {t did not ex figeate, it has forbidden the use during certain Doubtiess the coal de @o it will do away with a large per- ‘cantage of their present day schemo of controlling the!r customers and will adversely affect their profits, but the corresponding benefit to the consumer should be of sufficient weight to over- palance their objection. A further objection may be mado| that the Administrator has no ma- chinery for so coducting the busine ss, | put the machinery of the present dealer ty available, A!l that is neces. | sry is control of that machinery, a few checkers and bi pers and the necessary clerical This plan has par ur reference | tq the New York Di , bat would work equally well for any large centre: oO.
