Mitchel provided a system of supervision over these homes which guarantees protection to these children, In every case the recommendation of priest, pastor or rabbi is required, and the child 4s placed in a home of the same religion as its parents. All normal children between two and eight years of age are now placed in good homes. In other words, under Mitchel the children of New York have been getting children’s rights. What will become of the institutions? The answer is simple: There is lots of other work for them, such as the care of tubercular chil- dren, backward children and subnormal types. For such children institutions will always be necessary. If Tammany wins political jobholders will run things again and numberless little children will be herded and drilled and heart-starved under tlio abnormal conditions of institutional life.
