John F. O’Ryan of the New York National Guard announced to-day that when the Sixth Division leaves this State shortly after July 15 for a Southern cantonment, where {t will remain a few months before {ts departure for France, its ranks will not bave been filled up to war strength with conscripts. It will be the proud boast dicts, @ strictly volunteer military untt. The commander of the State trocps also announced that, contrary to gen- erally circulated rumors, will go on in after next Tuesday's Day, and that the plan of recruiting the guard to war strength has abso- lutely nothing to do with the regis- tration of young men for duty under the provisions of the Selective Draft Law. There was a rush of recruits at all National Guard armories throughout the State to-day, Two reasons are assigned for this activity, The first is the patriotic fervor aroused vy yesterday's great memorial parades, The second 1s a desire on the part of young men of conscriptive age to be able to say that they volunteered to fight for their country and didn't wait until summoned by draft. Gen, O'Ryan sald: “Somehow an impreasion has gone forth that as soon as conscription shail have begun, recruiting in the National Guard regiments will cease. Recrufting will go on irrespective of drafting until the regiments are ready to leave this State about the middle of July, 1 do not think we fill any part oi our ranks, men who are liable to draft might Join the Guan before Tuesday, there- by affiliating themselves with some regiment in which they have chums. I want to tell you it will mean a great deal when you're away from home to be able to cross a company street or two and shake the hand of one you know.” Major Gen, O'Ryan and hie staff got back late Tuesday from Canada, where they went to make an inspec- tion of the camps and cantonments of that country, The cantonment, or winter quarters, is at Toronto, and the training camp at Borden. The General said the camps in this coun- try are to be generally mogelled after those in Canada, except that improvements by American engineers | could be suggested There is very interesting rivalry between the various National Guard units in the campaign for recruits: ‘Thus far the First Infantry at Bing- hamton leads among tho infantry regiments that are seeking men to bring their number to 2,000, which is the full war etrength, The Bing- hamton regiment has 1,780 men and expects to reach war strength by June 15. In Manhattan the Seventh Regi ment has @ good lead over the others Its strength this morning was 1,760 and applications are pouring tn, The Sixty-ninth Regiment has 1,158. On Saturday this regiment will conduct }a vigorous recruiting campaign, one jot the features of which will be a parade. The Twelfth Regiment has 1,068 men and the Fifteenth Regiment of Negroes, 1 The & Cavalry, which should have 1 men for full war strength, 0 men nt was made at Division ‘3 that the Twenty-second t of Engineers is now up to pngth with 1,097 men.
