ALBANY, Jan, 17.—Into the big room of the Executive Offices at the Capitol yesterday there crowded scores of men and women, most of them poorly clothed, to petition personally Gov. Whitman for the release from prison of friends and relatives. It was tho first time in the State's Matory that a Governor had opened his office doors to suppliants for Ex- ecutive clemency.
