+ TOO MUCH SPEED IN FOG ‘ BLAMED FOR WRECK Commerce Board Report Says Train Cras in Which 27 Were Killed in Ohio Might Have Been Averted. WASHINGTON, May 11.—Too much speed in foxwy weather is blamed for the wreck at Amherst, 0. March 29, which resulted in the death of twenty-seven persons and injury of forty-seven, in a report made by Chief Beinap of the Safety Division of the Interstate Commerce Commis- sion to-day, the engine which ran into the stalled train—“had been running his train at reduced speed, as is contemplated by the rule of safety, instead of run- 4+ Ming at normal speed, ana even mak- ing up time, in ali probability he | would have been able to read the ' | “If Engineer Hess"—in charge of signal indications properly, and this accident would have been averted,” Belnap reported. The report recommends that in foggy, stormy weather, when signals are hard to read, positive instruc- tions be given by railroads prohibit- ing running at high speed. Unless this is done, the report says, such accidents will continue. Another recommendation is that a flagman, sent back from a stalled train to warn approaching trains should not be recalled to his train at all, but left on the scene to attend to warn- ings.
