PORTUGAL SEIZES 36 TEUTONIC SHIPS IN LISBON HARBOR octane Declaration of War by Ger- many and Austria Ex- pected to Follow. TRANSPORTS NEEDED. | This Is One of the Reasons Given for Portugal’s Sudden Action. LISBON, Feb. %.—Germany and Austria are expected to declare war immediately upon Portugal as the r sult of the action of the Portuguese naval authorities. Carryipg out an official decree, Capt. Rego, commander of the Portuguese naval division, has seized thirty-six German and Austrian steamers, some of them lurge vessels, lying in the Tagus River. Foreign Minister Costa announced that the vessels were confiscated be- cause Portugal needed transports and Ddecause of the fear that they would escape into the Atlantic, possibly to taid the commerce of the allies. In support of thie statement he said that only Tuesday night the German ‘steamer Ockenfels had escaped from the port of Funchal, Madeira Island, without clearance papers. The Port- Uuguese Minister to Germany was to- day instructed to call the matter to the attention of the German Foreign Office. Fearing capture by British war- ‘|ships patrolling off the Canaries if | they attempted to escape, the Ger- | mans put to sea and sank the British ship just inside the three-mile limit. They returned to Santa Cruz, where they probably will be interned for the remainder of the war.
