All this money is spent on roads out- side New York City, which pays for ite own roads and does not ask up- State for penny of help. New York City legislatora should inaist that the counties benefited pay this $1,800,000. Along the same line, tho legisiators from New York City should tntro- duce and fight for an amendment to the highway Inws which would ex- empt New York City from paying any expended annually for the repair and maintenance of Btate and county highways. Not a foot of the high- Ways included in the appropriation lea within the borders of the city. ‘This is particularly vicious legisla- tion, as it applies to the city, because the Btate appropriated $100,000,000 by bond issue for the construction of State roads, presumably of a durable type. During the past year the High- way Commission has authorized the |conatruction of many miles of high- Ways up-State of such a type that they cannot last more than @ year or two. The result is that these roads will continual repairs to be paid for from it il by taxation. In other words the polley, if carried out, will call upon this city to pay each year 70 per cent. of the cost of keeping bed up-State Toads in repair. City logisiators should keep an eye on the appropriation of $1,000,000 for normal or training schools situated outside New York City. This city maintains ite own normal schools and has been paying 70 per cent. of the cost of up-State normal schools be- sides, It does not seem unreasonable to ask that if the State ip to pay Such an appropriation would Iift $1,000,000 out of the city’s budget.
