TEN, ALBANY, N. Y., Jan. 23.—Although “certain charges” have been filed against William R. Willcox, chairman of the New York City Public Service Commission, Governor Slilzer has no intention’ of interfering a: present with the execution of the proposed contracts for the construction of additional subways in New York City. The Governor has the power to remove Mr. Willcox on charges, but proposes to permit him fo serve out his term, which expires on Feb. 1. The Governor belleves the work of executing the subway contracts should he done in the “open” and not at “secret confer- ences.” He says no ce has been used directly or indirectly to secure the appointment chairman of the commission, ex- cept by friends of Mr. Willeox.
