THE EVENING WORLD, TUESDAY, DECEMBER 3, 1912. DRIVERS LAUGH AT SMALL FINES FR ICLATIONS Court Cases Cited to Show the 1 Necessity for Laws to 2 Protect the Public. RIDICULOUS PENALTIES, Proposed Ordinances Are Ex- pected to Block the Game of the Dishonest. By Sophie Irene Loeb. Louls Less: @ hack driver, was ar- raigned before Magistrate Arthur C, Butts in We: Fifty-fourth Street Court at the instigation of Chief Dren- non, Inspector of Public Conveyances. Mr. Drennon has no inspectorg on the street and therefore tries to follow up violations himself. I was present at the hearing, Mn Drennon stated that he found this man at the Grand Central Depot operating an unlicensed cab on Thanksgiving at- ternoon. He asked to see the man's license and found that it had been re- | voked by Chief Wallace. Also the same man was operating with fictitious num- bers on his lamps. ~ 4 ‘The driver's contention was that he id not know his license had been re- voked. The Magistrate asked: “Mr, Drennon, was this man's license voked and did you send him @ notice Mr. nnon answered that a notice had been sent him to the address under which he was registered in the License Bureau. ‘The driver asserted he had not received any notice. Magistr Butts held that as long as there evidence showing that the driver had received his notice there was no case _ against him. On the second charge, that of oper- ating with fictitious numbers on his lamps, the Magistrate fined the driver $5, It was then after 3 o'clock in the afternoon, and Instead of paying the $5 fine he went to jail until 4 o'clock and saved a dollar for the day which is al- lowed by law, So his fine for his of- fense was only 4. HISTORY OF THE CASE FROM THE BEGINNING, ‘Phe reason this man's license was re- voked was as follows: Some time ago he took an old German at the Grand Central Station who wanted to go to Europe and told him that he would act in the capacity of guide for him, getting & pal of his to drive. They stopped at @ steamship office in Seventh avenue. A, ticket was bought for the old man and the driver charged him $2 for taking him there and told him that he would take him to the Hoboken Ferry, where he was to go on his way to get the steamer. Arriving at the ferry, this driver de- manded $ more, The old man seem to realize that he was being over- oharged and set up @ howl. Policeman Whalen came to his rescue. ‘The German had to make his boat and fo could not stay to make @ complaint, but Pollceman Whalen locked up the driver for disorderly conduct and driver was fined $3 for disorderly con- | duct, but the Magistrate instructed the policeman to bring the facts before the Chief of the Lice: Under the proposed prospective ordl- mance now before the Aldermen such a condition could not arte.
