While the Aldermen started yester- day to “inake good” on The Evening World's proposed taxicab legislation and some progress was made at a hear- ing held in the City Hall, still the’most fiaportant qu that of rate charges to be prescribed in the new ordinance, Was not touched upon, But Chairman Willard and his colleagues on the committee which has been in- Vestigating the taxicab situation de- clared to-day that the rate question will be gone into thoroughly as well as the almost equally important one— that of abolishing special hack stand hotel privileges. The A B C of this latter condition ts this: That the taxicab companies pay An enormous sum of money, more than $300,000 annually, to the hotels for the privilege of maintaining cab stands in front of those hotels; that in order to make up for this sum the taxicab com- panies are necessitated to levy on the public in the manner of fare charges, that these hotela are exacting an un- just tribute not only because the pub- He is compelled to “pay the diilerence,” but that the streets are illegally thus rented and obstructed, the streets ve- ing the property of the public. that exclusive use of such hotel stands gves to certain taxicab companies a4 against universal taxicab ownership priv.leges, and as 4 result owners willing to cariy passengers for a much reduces rate are prohibited from gaining any part of this exclusive hotel patronage. AIM TO ABOLISH THE HOTEL PRIVILEGES. Chairman Willara nopes to abolish the hotel privilege. He declared * gay that it will be one of his aims, in ad- dition to the one greatly cutting down the present exorbitant taxicab charges, to also regulate taxicab operation and management. The fares matter will ultimately be produced for general di4- cussion in public, when, according to Chairman Willard, every one who has an idea to suggest or a plan to prosutit will be gi full opportunity. But before this stage {s reached in the 1! vestigation there !s to be another cial meeting such as the one of y terday when the reports of the expert investigators engaged by the commit- tee will be read, with a general discus- sion of taximeters to follow, This lat- ter will be rendered more than ordi- narily interesting by reason of the fact that skilled taximeter manipula to show in the presence of the public ~ juge how taximeters arg thimblerigged ‘and juggled by dishonest taxicab driv- era and sometimes, too, with the con- nivance of equally dishonest company managements. For this purpose there are to be pro- duced in the Aldermanic chamber, where the next hearing is to take place, one of each of the styles of meters now in use in this city. The working parts of the meters will be shown. after which Chief Ingpector John Drennon of the Bureau of Licenses will, with the sistance of drivers, sho’ uring machines may be to cheat. ‘The regularity and accuracy of machines will also be tested and the committee will learn much from this pefformance or dictate to it the neces- alty for approving only such meters that are reliable and cannot be "framed." Following this meeting will come public hearings at which all side: be heard when the question of rates, regulation, abolishment o! lcensing of c! urs and will be debated pro and con: companies are eagerly on the job. They have long scented real reform in the taxicab service in city and have been studying thi ends of the sit- uation, burning much midnight oll, They are prepared to fight the Aldermanic committee at many stages and threaten finally to appeal to the courts, as was done once before.
