POUGHKEEPSIE, May 17.—It costs the State of New York $8,000 annually to support 401 insane foreigners in the Hudson -tiver State Hospital who are properly charges of the countries from which they came, ‘This fact was brought out at an inves- tigation just begun by Gov. Dix's commission, which took statements by Dr. C. W’ Pilgrim, Superintendent of the Hudeon River State Hospital, and Dr. M. W. Rayner, head of the recep- ton pavilion. The members af the com- mission are Dr. Spencer L. Dawes and Louls R. Parker of Albany, with Mr. Doolittle, the Goverror’s legal adviser, to assist. In addition to 401 foreign patients who are clearly not legal charges against the State there are 117 others of the same class whose status is doubt- ful ‘who cost the State about $20,000 edditional yearly, As a result the hos- pital is overcrowded.
