WASHINGTON, April %3.—Administra- tlen circles to-day again took steps to quiet the talk of intervention in Mexi:o by the United States. Consular agents fm Mexico issued manifesios declaring that it was not the purpose of the United States to intervene in Mexico. Officials of the White House and State Department said the manifestos were issued by direction of the Secre:ary of State. Notwithstanding all this there con- tinues in the military branches of the Government considerable activity. This activity is explained as being precau- donary.
