FOSDICK MAKES FULL REPORT ON TAXICAB ABUSES Raps Police and License Bureau | for Laxity in Enforcing Ordinances, Gommissioner of Accounts Fosdick @iomitted hiv report on the taxicab sit. tation in New York to the Mayor to- deg. He urges, ainong other things: A ordinance fixing fair rates, Adolishment of “private stands” tm peblie streets (before hotels, &c.), for faa Drivete parties demand large ~ ‘eetabliehment of public’ stands Sep Which no rent te charged. Gtrict regulation and inspection of tazfeabe and meters. ‘The report was ordered by the Mayor @@ @ result of the agitation by The Bvening World against the present im- pesition upon the public by the taxicab eompanics. The Mayor aaid of the re- Bert this morning: “It ts a timely document and shows early the need of remedial measu ‘Be pudlic is being imposed upon, and the quicker reforms are established the detter. Two points are emphasized by Commissioner Fosdick, that the pubdlic f@ muloted to make good some $340,000 whieh the cab companies pay to pri- vate partics for the use of pubdlle @treets, and that the city ts losing some 980,000 @ year by the way the License Bureau interprets and enforces tho Present tax ordinances.” ‘Fhe ordinances provide that in addl- Gen to other feos there must be paid a Gpecial fee of $25 for each public hack using & special stand. The License Bu- eau has contrued this to mean that © must be pald for the space a cab eeouples at each stand. OITY LOSES $20,000 A YEAR BY SLACKNESS. The police find how many cabs can find room at one time at a public stand aad the Bureau issuos that many ll- censes at $25 each to the person con- trolling the stand. Thus the space at the stand and not the cab is taxed, and Mr. Fosdick finds that 500 licenses really cover 1,32 taxicabs. Thus the city lowes the tax on 800 cabs that use the @tands in front of hotels and clubs, a total of $20,000 a year. Mr, Fosdick also charges the police with laxity in regulating the number of cabs on special stands. On 47 premises 212 vehicles were found with stand l!- cenges for only 91, ‘The cab companies are paying hotels, chide, etc. for cab stands an aggregate @f over $300,000 for use of the public wtreste. The Waldorf-Astoria is the best patd, getting about $90,000 a year. The Knickerbocker rents out the street for $20,000 a year and from that the rentals range down to $1,200 paid to the Hotel Gerard. The systam is to allow the hotel 10 per cent. of the amounts the taxicab companies charge guests of the hotets, payment boing teed by the hotels. Mr. Fosdick s: all private hack stands should be abolished. He recommends a reclassification of public vehicle licenses, taxtmeters on ail that carry passengers, stricter regu- lations as to licenses for drivers and various changes in the law to protect Patrons from overcharges. 4s soon as the Mayor has digested the report, which would cover a full page of The Pvening World, an onti- nance wil be drawn embodying its chief recommendations for submission to the Board of Aldermen. i Mine Owner Dies Feet Accident NEWARK, N.
