Fusion apologists are attempting to lay responsibility for the increased budget upon the Democrats, The Board of Estimate adopts the budget and that Board is constituted as follows: HEARST-REPUBLICANS Comptroller Prendergast - Pres. Cromwell- - 1 Total - 12 VOTES NN 8 W The budget is prepared by a special budgetary committee composedof Messrs, Prendergast, McAneny and Mitchel, who present it to the full Board for adoption. Nine votes are required to adopt the budget. The budget this year and last was adopted unanimously. The budget for 1911, likewise the bud- DEMOCRATS Mayor VOTES Gaynr - - 8 Borough Pres. If the budget contains extravagant appro- priations, as the Hearst-Republican mem- bers of the board are charging on the stump, why did these model officials in- chide them in the budget, report them favorably, and then vote for them? The bratorical Hearst-Republican Comptroller, whose verbal perfor- mances are always his best, especially has been very noisy on the stump about “Democratic extravagance.” “Democratic extravagance” is the only kind which the Comptroller's delicate vision can perceive. He does not ex- plain why he incorporated this “extravagance” in the buget and voted for it. Nor has he, otherwise so voluble, ex- plained how his Hearst-Republican col- league, the President of tis smaller Bor- ough of Richmond, ine! his budget request over 27 per cent. Neither has he foundtimeorinclinationto tell why, after 18 months of administration of the streets of Manhattan by Colleague McAneny, it is necessary for Mr. Mc- Aneny to ask for $6,000,000 to put the streets back in condition, and to ask for an increase of $510,874 in his expenses! These are merely two samples of “‘econ- omy”’ which the Comptroller on his night- ly rounds of the stump has overlooked. As to Hearst-Republican McAneny’s streets, no one would be cruel enough even to suggest that the Comptroller at- tempt to explain them away. It is of course too much to expect, these Fusion officials, who do all their ‘‘econ- omizing”’ on the stump, to frankly tell the truth about other officials who refuse to follow them in their ridiculous alliances with Hearst. For the benefit of those who desire to know the real truth about the budget, here it is: Although practically nine-tenths of the administrative activities of the city are conducted by departments under Mayor Gaynor, the total increase in the budget for these departments for next year amounts to only one sixth (16 per cent.) of the total increases in the budget. In other words, the total increase in next year’s budget is $15,000,000, and of this amount only $2,450,340.92 is for de- partments under Mayor Gaynor, Of this $2,450,340.92 nearly half is man- datory under the law—that is, automatic increases in the pay of policemen, firemen, etc. The rest is merely the normal in- crease due to the extension of lighting, water and other facilities, These are FACTS AND FIGURES from the record.
