Richards, who alleged that Howe had given him a bad check for $82, He was on Monday arraigned, pleaded not guilty, and released in $1,200 buil. Fearing that he would attempt to jump his bond, Chief of Police Henry D. Cowles, of New Haven, had Howe arrested again on another charge, ein {t is alleged that ke obtained money from E. C.
