Before his departure he gave the cor- respondent of the Associated Press the main points of the final agreement, as follows: The Panama Canal Company wished to have the money turned over in Paris instead of in the United States, and was willing to pay all the expenses in- cident to the payment here. In order to accomplish this the United States has appointed the Morgan Company fiscal agents for the purpose of the payment, the Morgan Company in turn to make a contract with the Panama Company whereby the $40,000,000 will be paid in Paris, This contract specifies the Bank of France as depository and also the pro- portion of the payments going to the old and the new Panama Companies respectively.
