RENTS THIS SPRING' THREE. ARRESTS HIGHER THAN EVER Landlords Decide that Tenants of Flats Must Pay from 2 to 5. Per Cent. More a Month; Houses in Proportion. 20 TO 30 PER CENT. MORE ON UPPER WEST SIDE. Advanoes Said to Be Due to In- \ creased Taxes and the Com- pletion of Subway—Harlem Tenants Will Suffer. Rents for every kind of property, and | qspecially for flats and apartments, will | be increased the coming spring. The Rhinelander Real-Estate Com- pany, one of the largest individual holders of renting property in the city, hhas already announced that on May 1 ft would raise the rentals of Its prop- erty. ‘The rénts of flats will go up from 2 to & per cent., while the rents of pri- ate houses will be increased from $7 to $20 a month, * For several weeks real-estate agents and owners have been talking of in- creasing rents. ‘The principal reason weems to be that there has not been @ general increase for a Jong time. The @xcuse offered now is that taxes are higher, the cost of maintenance greater @nd operating expenses on the Increase, Landlords on the east side, the upper west side, Yorkville, Harlem, the Bronx and Brooklyn already are notifying thelr tenants of the increases, Bome of these) increases will take effect commencing! to-morrow. Others will be deferred al month and all will have become effecttve by May 1, Big Increase on West Side. In the new apartment-house districts ©n the upper west side and in Harlem ®ome increases will go as high as 20 and 30 per cent. On the cast side landlords have been nudging a dollar or two on to the old) rents each month for several monthis.! with the increase in the price of bread and other foodstuffs, Is be- Coming @ startlingly serious matter to the common ‘tenant and wage-earner. It is expected that other large es- tates will follow the example of the Rhinelander Real-Estate Company and announce a general increase in rents, ‘These advances are also made in office buildings and store property where the leases expire this spring, These leases will not be renewed by the owners except at an advanced price. In speaking of his company’s Increase im the rate of rentals, the manager of the Rhinelander Company sald: iy wad: “The. Khinelander Company has not made a general raise in its rents. for. @everal years, and. the advance now should be considered more as a read- gastment than anything else, Our taxes ave gone up steadily for the last year or two, and our running expenses have increased also. “No Other Course to Take.” “There was no other course for us to take by which we terests, I want to say, however, that With the present increase the rents on Property owned e Rhineland Company will, comparatively speaking, be just abo the same as the rents gharged by other large property-holders in the city. Business property in Harlem Is prob- ably attected the most seriously, The completion of the subway, together with the erection of many high-priced apartmen landlords of busin Heve that they can ent for thelr holdings One merchant who has been in busi- ness for fifteen years in One Hundred and Twentv-fifth street has been noti- fled that his rent will be Increased from $9,000 (0 $14,000, Ie says he will have to abandon the business, Other increases of from 20 to 50 per handsome and ts, has induced the Property to be- get much more cent. in One Hundred and Twenty-fifth street business places have been ordered by the landlords, ‘The merchants say the landlords are speculating on the effect the subway will eon Harlem business. FOUND CHINESE BRACELETS AND MONEY ON PRISONERS Chinaman Found Dying from Shot Wound Could Onty Whis- per “Boys, Robbed”—Gang of Young Hoodiums Suspected. ‘Three youths, Joseph Dobbins, seven- teen, of No. 768 Tenth avenu Coyle, sixteen, of Fifty-ninth Ninth avenue, and ‘Frank Duggan, neventeen, of No. 600 West Fifty-sec- ond street, were arraigned in West Side Court to-day, charged with burglary, but if the theory of the police ts cor- rect the prisoners will be able to throw Nght on the murder of Sam Lee, the inoffensive Chin Jaundryman who was shot to death in his little ahop at No, 207 Second avenue on Wednesday morning last. That the man was shot by hoys who came to demand money from him the police are certain, The youths were caught last night in Ing Fund, a Chinaman, of No. 401 West Twenty-first street. Policeman W: fam Gallagher, of the West Thirty- seventh street: police station, was pass- ing the laundry when he saw the front window broken. He discovered the three boys. hiding behind the counter and ordered them to throw up their hands. Duggan at once attacked the policeman. Me drew a large revolver and using the butt of it felled the po- liceman to the floor. Gallagher dréw his night stick and began clubbing. For time the fight was furious, and then Duggan was beaten ‘to the floor. Gal- lagher held the youths at bay with his pistol and whistled for assistance. The prisoners were tnken to the West | Thirty-seventh street police station and Upon be- ing searched a large number of Chinese ornaments, some Chinese money and Jewelry were found on them. They were then accused of the murder ot Sam Lee, but nothing could be got from them. While they were being examined Wing Sing, @ Chinese laundryman, of No. 800 Elghth avenue, came into the station- house and sald that he had been robbed, He declared that he was in Chinatown spending the day and that his laundry was entéred during his absence and gs taken from the cash drawer. The police learned from the Jaundry- man that boys have been robbing the Chinese on Sundays for months past, The boys, so the Inundrymen said, wa! until the proprietors of laundries go to Chinatown on Sunday, which ie a cus- tom observed by all of them, and then they break into and rob the shops. The police are trying not only to connect the prisoners with these robberies but with Lee's murder. When Lee was found dying from a pistol-shot_ wound by, Mra, Golile Cooper he murmured: ot, Roys, Robbed." ‘The pollee learned that Lee had been persecuted by a gang of young roughs who were accustomed to to h's shop and demand sums of money. He gave them money on many occasions he- cause when he refused he was attacked and beaten or the windows of his shop were shattered by stones, The condi- tion of his shop after the discovery of lus body showed that there had been a desperate struggle and that more than one had engaged in the murder and robhery, A glove was found which was not large enough to fit a man, It was Svidently the glove of a boy. raigned to-day the retaken before In- TRA dee sold t Inspector is being kept secret’ for the present. —_— OSCAR Il, IS ASHORE.
