Police Can’t Interfere w!th' Betting at Tracks Under Law, It {s the opinion of Corporation Coun- sel Rives that the police are without power to stop bookmaking at the race tracks under the racing Jaw as it now ' stands, He has so informed Commis- sioner Greene on the eve of his depar- ture for his annual vacation. Complaint had been made to the Com- missioner that the law was being vio- * lated and that the police were making no effort to interfere. Mr. Rives was asked to construe the Percy-Gray law and determine what powers the pciice have. Mr, Rives pointed out that while the jaw prohibited ‘betting at the race track {t provided no penalty.
