NOT FAVORED BY GREENE. —— Cammissioner’e Own Measure, which was Amended in the Senate, May jo Beaten Out In Race Through Legislature. ——— r Gpecial to The Braning World.) ‘ALBANY, April 9.—Following a hot exchange of personalities the Remsen New York City Three-Platoon Police bill making eight hours in twenty-four @ day's work was passed in the Assem- Bly to-day by a vote of 79 to 42. This measure, which makes it manda- tory on Commissioner Greene to estab- Ush the system, Is entirely independent of the Finch measure, which had .the indorsement of Mayor Low and the Commissioner before the platoon clause was inserted as an amendment and passed by the Senate. Assemblyman Howard Conkling made @ bitter attack on the Remsen bill when it was called up for final passage, “Of course the Tammany Hall mem- bers of the House will vote for Dill,” he said. “Why shouldn't they? ‘They ere afraid of the police and want to curry favor. The measure will cost New York City $,000,000 extra every year. That is a nice prospect for a tax- payer. Mr. Finch, of New York, who opposea the bill, got into a wrangle with tne en- tire minority by denouncing the measure as against the principle of home rule. ‘The word “rule” was only halt utterea when tyenty Tammany Hall members were on their feet shouting questions at Winch. “How did you vote on the bimira Charter bil?’ cried Assembyman Ul- enn. “Where were you on the Troy Charter bill?" yelled Assemblyman Dale. “You are a fine home-ruler,” said sr. McManus. Mr. Finch valniy endeavored to explain bis position on the bills mentioned, but was hooted and jeered until the Speaker had to order the chamber cleared. THE WAR IS SPREADING. Brotherhood's Struggle to Annihilate the Amalgamated Society Is Like- ly to Be Carried to Buffalo, Cleve- land, Chicago and San Francisco. There are 6,000 carpenters on strike In the Borough of Manhattan to-day as a result of the unique war between the United Brotherhood of Carpenters and Joiners of America and the Amalga- mated Soclety of Carpenters and Joiners. Unless some sort of an agreement !s reached to-night there will be 15,000 members of the Brotherhood out in all the boroughs to-morrow, and building operations In Greater New York will be at a standstill, For the first time in the history of this controversy The Evening World is abie to present a full explanation of the causes leading to it, and the standing of the organizations Interested. There is no doubt that !t is a battle to a finish and that it is the intention of the Brotherhood either to gobble up the Amalgamated Association or put it out of business as a union. The Brotherhood, which has local headquarters in Bohemian Hall, in East Seventy-sixth street, and national head- quarters in Indianapolis, has 165,000 members in the United States and Can- ada and 15,000 members in Greater New York. All of the carpenters on atrike in Westchester County and Western Connecticut are members of the Broth- erhood and no stance can be looked for from them in the way of breaking the local strike. Amalgamated Order Here. ‘The Amalgamated Society has head- quarters in Manchester, England. It has a membership of 4,200 In the United States and 604 In Greater New York. Both organizations are allled with the American Federation of Labor and they have never been able to agree. Bome time ago the Amerivan/Federa- tion of Labor ordered the two organiza- tions to appoint committees of five to meet in this city and figure out a scheme for consolidation. The commit- tees met at the Ashland House from Feb. 15 to Feb. ¥, dui the desired con- golldation was not Brought about. The Brotherhood men insisted that th Amalgamated should cease to exist an organization in the United States and that its members whould join the Brotherhood. ‘The Amalgamated men held out for the preservation of the autonomy of their organization, and on that point the negotiations came to a sudden end. Follo' wn r this both aides began to bre edicine. “ithe Brotherhood made the first move by requesting the Executive Committee of the American Federation of Labor to revoke the charter of the ated Society. This question comes up for consideration betore a meeting of the Executlve Committee in hing- ton next Monday. As a result vf this move the Amalgamated Society became aggressive.
