It is further suggested that there shall be printed upon the face of the @uplicate record a fac simile of the index faces of the meter, with printed instructions as to reading the meter index. With a little practice, it is explained, the meter can be read. by any consumer understanding plain figures, and when the bill is presented he can compare it with his results figured out in advance. If there is a discrepancy the fact will be at once apparent to the consumer, who is then fortified with the duplicate index gheet, which may be used as a reference and a means of settling disputes. It is argued that the company cannot very well dispute the figures of its own employees. \ President Fornes believes that this method will go far toward putting @ stop to the systematic overcharges.
