'NO MONEY PUT ON HORSES. ‘Exciting Times in Chicago and St. Louis, Where Millions Have Been Stolen from Cred- ulous Investors. Central OfMce Detectives wore busy to- '@ay gathering evidence against turf | get-rich-quick concerns in this elty. In ‘all probability a number of arrests wiil be mace now that the methods of these eon¢erns have been exposed by the fall- mre of E, J. Arnold & Co., in St. Louis, @nd the collapse of similar institutions fn Chicago. How Scheme In Worked. "Mt ie estimated that there are at feast fifty turf get-rich-quick companies Pea New York. These firms havo as sub- eeribers business men, clerks, women | Stenographers and even ministers, atl of whom have been induced to invest | Money by Alluring letters. Few of these }@oncerns put a dollar on a race. They jDay, as W. F. Miller did in his Franklin ‘Byndicate, dividends out of the prin- cipal ana then take a chance of es- eeping prosecution when the end comes. Bo many persons throughout the coun- ‘ery have been swindled by these con- eerns (they are all alike, whether ths @cheme is on the race horses or Wall @treet speculation) that they are all Ukely now to be broken up by the po- \Moe whether here or in St. Louis or Chi- ‘eago. Despatches ¢rom St. Louis, where men @nd women have been clamoring at the Goors of the Arnold Company for days for thelr money, say that the Missouri Btate Senate has begun an independent fnvestigation of these betting concerns. Bubpoenas have been issued by a com- mittee to the representatives of all the ‘turf investment companies operating here. Some Firms to Testify. ‘These firms as well have been called fo glye evidence: The Price Commis- gion Company, the Cleage Commission ‘Company, the Brooks Grain and Com- mission Company, the Rialto Grain Com- y, the North American Investment pany and the Donovan Commission Company. It will thus be seen that the committee's inquiry will include houses ‘that deal in produce and other specula- tion. The Grand Jury Investigation {s belng wonducted under statutes which provide Jail sentences and heavy fines for frauds perpetrated through the medium of promises of profits on investments which are impossible of fulfilment. From Chicago comes the news that a general order was issued to the police ‘to-day to close up all “get-rich-quick” establishments. Immediately three nguada of detectives started out from Headquarters to raid flourishing con- gerns which had been running on Dearborn street. The Hi. Brolaskt Company, at No. 350 Dearborn street: Benedict & Co., at No. 225 Dearborn street, and the Midcon- tinent Investment Company, at No. 185 Dearborn street, wero visited. Harry Brolask! and Harry Thompson, of tho Brolaski Company; M, J. Beck and W. J. Mason, of the Benedict Company, and Mattie Woodson, a woman stenographer ‘ef the other concern, were arrested. One Man Lost The detectives then went to the offices ‘of A. J. Demorest & Company, where they found many patrons, Demorest had paid out money during the morning to a few customers. When nearly a dozen mail clerks, headed by Dr. Thomas But- Jer, came in and 9 a demand for their investments, however, the head of the company disappeared, Dr. Butlor gaid he had lost about $2,700 for himself and about half that amount for friends in this concern, Edward Fitegerald, a mall carrier, lost $500. Many other mall carriers,-it 1s sald, had invested from $50 to $700, A search is being made in 6t, Louls for E, J. Arnold, the head of the Turt Investment firm of H. J. Arnold & Co, Arnold left Hot Springs, Ark., last night and It is asserted that he arrived at St. Louls to-day, but instead of coming into the Union station he left the train at Tower Gros station, where he was met by his local manager, L. A. Gill, ‘and the two drove away in a oarriage. Deputy Sheriffs, under the direction o. MOVING TOWERS Novel Engineering Device to Offset the Great Strain on the Manhattan Structure. STEEL PYRAMID ON A PIVOT. Scheme Differs So Greatly from For- mer Approved Methods that Mayor Low Has Appointed Com- mission to Examine It. The longest city bridge In the world— the new Manhattan which New York ts to bulld across the Bast River—will be equipped with towers which virtually move, By an Sngenfous pivot adjusted near the base of each tower, the mam- moth steel pyramids which are to main- tain the weight of the great structure will be capable of moving forward and backward several inches to accommo- date added strain or time contraction. ‘hts engineering device 1s an invention of Bridge Commissioner Lindenthal and 1s embodied in plans which were to-day sent to the Muntcipal Art Commission. So radically different from approved bridge engineering ts the proposed mov- ing tower that the Mayor has appointed a board of engineering experts to ex- amine Into its merits. Colonel Charles W. Raymond, of the United States Board of Engineers, will be chairman of the commission. Mayor Low and Bridge Commissioner Linden- thal had a Jong conference to-day In re- gard to the bridge. ‘While the base of each tower will be stationary, the ball and socket device will permit a free movement of from four to six inches at the top. Thus when a heavy load is in the centre of the middle span the towers will lean toward ach other in proportion to the weight. The maximum ‘weight will bentl the towers forwa! six Inches, They will resume thelr upright position as tho load passes beyond the central point, being drawn back by the counter- welght of the shore spans of the struc- ‘This bridge which is now under con- struction {s located on a line beginning near the intersection of the Bowery and Canal street, crossing the Bast River at Pike silp, in Manhattan, reaching Brooklyn at ‘the foot of Washington street and ending at Fulton street. Michaelosk, 14.—President of the Central Macedonian Committee; Gen, Zoutcheff, the Vice- President; President Stantcheff, of the SarafoffMacedonian Committee, and many others have been arrested, It is officially announced that the Gov- ernment has decided to dissolve its Macedonian Committee in Bulgaria and place a strong military cordon along the Macedonian frontier, thus demon- strating Bulgaria’s readiness to fulfil her International obligations. The two Macedonian Committees which have been active for somo time, ascriting their doings to patriotic mo- tives, will it fs expected, be fully wiped out by this move. "They haye kept border affairs in a constant state of eruption, naving thetr hearquarters in Sophia, It was claimed that while the Bulgarian Government assumes the attitude of antagonizing the committees, tt really winked at thelr doings. ‘The urrest of the leaders, {¢ ts argued was really prompted by Russia und that Bulgaria was given to understand that She must not longer tolerate the revo- Iutlontn on against the revolution Ouaaieton tal stamina an tae neat in tho Macedonian reform, and Is cal: culated to clear up the situation tn the Balkans, SHIPPING NEWS. WANTS TO OPEN IT IN FALL.) Rapid Progress Is Being Made on the| Floor Span by Rival Gangs of} Workmen of Manhattan and Brooklyn, Who Seek a Prize. Mayor Low desires to see the new Williamsburg bridge completed before his term expires. He knows the ep- proaches to the great ctructure, which Involve the widening of Delancey ftreet, cannot bo completed within the time, but he declares that with some added effort the bridge structure !tself might be finished and thrown open to the public. He summonea Comm!s- sioner Lindenthal to his office to-day and discussed with the Commtsstoner the practleabillty of urging the con- tractors to employ a greater force of men and create night and day shifts whereby the work will be going on dur- ing the entire twenty-four hours. Commissioner Lindenthal explained that all the men who could be used were already engaged on the structure. He called the Mayor's attention to the fact that a record in rapid bridge build- ing was already being made. Within ond month twelve hundred feet of the floor epan has been constructed, leaving a distance of less than four hundred feet to complete. Blackwell's Island Bridge. ‘The Mayor also discussed the Black- woll's Island ridge plans sudmitted by the Commissioner. The Queens County approach to this bridge 1s to be fully a mile in length, and will run by viaduct over a section of Queens through which no streets are at present laid out. ‘When the plan was sent to the Board of Estimate and Apportionment yester- day the Mayor, after examining It, de- clared that he was not prepared to vote on the question and suggested that the matter be left with him. “I have requested Commissioner Lin- denthal to meet me at my office,” he sald, ‘where I shall confer with him over these plans. The Queens County approach to the new bridge is a matter of great importance to that borough, and the best plan for accommodating the larger portion of the citizens with- out too great a cost to the city is what is required. I do not know whether these plans just submitted will fill the Dill. 1 shall ask the Commissioner all about them." Apropos of the work be!ng rushed by © men employed on the new Willlams- burg bridge, a friendly rivalry is on be- tween the Manhattan and Brooklyn gangs. Each gang ig struggling for the honor of being the ‘first to reach the central polnt of the span, which is im- mediately over the middie of the Hast River, How the Rivalry Works, The work of constructing the floor sys- tem was begun simultaneously on the Manhattan and Brooklyn towers. Each gang of workmen 1s composed of equal numbers and each gang equipped with similar tools and machinery. They ptarted at a given signal, and not a man has lost a day since the work began. To add to the Interest In the rivalry, each workman has contributed a dollar eich week to a common fund, which tr offered ax the prize to tho gang first reaching the centre. Up to date the gangs are on even terms practically, the Manhat Being Wut n few left in the lead n THE WORLD: SATURDAY EVENING, FEBRUARY 14, 1903.
