All These Have Occurred Sinop Jan. 1, and Thousands of Liyes Have , Been Endangered In Order to Hide Work of Band of Robbers, Incendiary fires in the cellars of three large tenement-houses on the upper east side early to-day caused as many panics and led to the discovery that thieves are setting fire to tenements eo that, in the Ing excitement, they may loot free- ly in the buildings set efire and in neigh- boring apartments vacated for the mo- ment by their occupants. Bince Jan. 1 there have been sixteen’ fires in the basements of as many larte tenements between One Hundred and Fourth and One Hundred and Twenty- fifth streets, and no less than forty rob- berles have occurred in tho eame dis- trict. Following these discoveries, that re- gion has been filled with policemen, in uniform and in plain clothes. “These are the most dangerous crim- inals with which @ city can deal,” satd Battalion Chief Short to-day. “The burglaries or hold-ups are of little mo- ment compared to the means they em- ploy to avold arrest while committing their crimes. They set fire to teneme: houses In which hundreds of persons crowded, asleep, it is only a miracle that many lives have not been lost al ready, In none of these fires has the police or the firemen been able to discover who turned in the alarms for them. Now the firebues seem to have shifted over to the upper east side. ‘The first fire this morning was at 2.30 o'clock in the cellar of the seven-story tenement at No. 340 East One Hundred and Thirteenth street, occupied by thirty-rive familles, comprising 250 per= sons. When the Fire Department ar- rived the fire-escapes were white with mien, women and children in thelr night clothes, all screaming for rescue.
