Congreas- man Overstreet, of Indiana, who is qualified to speak on the subject, was quoted as saying that no financial bill need be looked for. As finan- ciers had been quite confident that currency matters would be given attention the news was exceptionally ; disappointing and a two-point slump all around followed. There was a partial recovery, however, before the market closed. President Roosevelt's annual mes- sage to Congress, which was read tu both houses to-day, was discounted {n Wall street before its official ap- pearance. The salient points of the document, as far as the financial dis- trict is concerned, were accurately forecast, and the secrecy which is popularly supposed to envelop the message of the Chief Executive was not regarded in Wall street. Not a ripple of ex- citement was created by the Execu- ecutive's recommendations. Brokers, speculators and bankers alike joined in saying that the paper was a con- servative one and correctly set forth ‘the general prosperity of the nation. Up, to noon the market enjoyed a steady advance which resulted in the highest price of several weeks for * some of the issues, The realizing sales just prior to the appearance of = the message sent prices off a little, but much of the advance was held. The most important movement of the day in the money situation was the advance in call money rates to 7 and 71-2 per cent, This was viewed philosophically by borrowers because they regarded it as :helping to postpone gold exports which in- evitably must go to settle New York's foreign indebtedness. THey regard it as essentially neces- sary that gold be not permitted to go to Europe until after the New Year payments here. For that rea- son any temporary expediency such the raising of rates for call money, | 48 looked upon as a necessary evil. The features of to-day’s market were the bullish operations of the “Waldorf crowd” and the Gates-Lam- bert group in the railroad list. By their jont efforts they sent Louls- ville and Nashville beyond 133 and boosted B. and O., St. Paul and Atch- ison, apparently for the purpose of ‘profit-taking. ' Sugar Trust magnates were heavy dealers in the market, and until the | Man, declaration of the regular dividend Sugar was one of the features. The action that Wall street has been anxiously awaiting was taken by the Board of Directors of the Manhattan Elevated Railroad Company to-day, when they increased the quarterly div- idend from 1 to 11-2 per cent. This will increase the annual dividends from 4 to 6 per cent, only 1 per cent. less than the maximum divi- dend the stockholders can recelve under the terms of the lease of the road to the Interborough Company. After adnouncing the Increase in the dividends, the Board of Directors sent out # notice to the stockholders of the road that here would be a special meet- ing on Jan. 16 for the purpose of voting on the lease of the Company's property to the Interborough Company. At this meeting the stockholdere will also be called upon to vote on the in- crease of the capital stock from $48,000,- 0 to $60,000,000.
