Poor Immigrants, Lured to This Country by a Syndicate, Are Kept Prisoners in Disorderly Houses in Philadelphia. HERE, TOO, AND IN CHICAGO. PHILADELPHIA, Nov, %.—In a raid which the police made on twenty disor- derly houses in this city, and tn which 400 women and girls were arrested, evi- dence was found to confirm the asser- tion made by the German Ambassador at Washington that there is an organ- ized traffic in young girls. The German Consul and the Director of Public Safety say they abeo- lute evidence of the existence of a ayn- dicate, with headquarters in Halle, Ger- many, branches in nearly every country of Burope and representatives in Phila- delphia, New York, Chicago and other eftles. Hundreds of girls have been de- coyed to this country and kept in re- straint so complete that thelr rooms in the houses to which they have been sent have been their prisons. About a month ago Detectives Walker and Sells were put to work getting evi- dences against houses in the disorderly district. Not long after they had be- gun the German Consul informed the police of the existence of the ayndtcate, and named the man in Halle who Is at its head. The efforts of the detectiyes were directed then toward following up this clue, and the result was that last night a swift sweep was made of the suspected houses. Magistrate Kochersperger had a num- ber of the prisoners brought before him ag soon as they arrived at ‘the City Haji, but the rald soon assumed such proportions that the hearing was post- poned till to-day. It was apparent, too, that the girls were afrald to tell the truth when questioned, and thelr plight was pitlable. Director of Public Safety English, who worked with the detectives in the investigation, toid the Magistrate that they must be made to understand that they could talk with safety, and the result Was that there was’ presently coaxed from them such tales of ré- voiling slavery as shocked those who listened, and corroborated the state- ments made by the Consul. ‘rhe victims of the system were of may nationalities.
