“FRANCE OEVERD RELATIONS ‘Angered at Turkey's Delay, She Recalls M. Constans - from Constantinople. TURKEY MUST PAY. NS M. Delcasse, Minister of Foreign é Affairs, Warns Munir Bey, Turk- ish Ambassador, Not to Return. PARIS, Aug. 27.—A_ semi-official note has been issued announcing that the Porte not having carried out its undertakings with regard to the dis- puted questions between the French and Ottoman governments, M. Con- stans, the French Ambassador, act- ing under instructions from the For- in his last communication Porte on the subject. With the departure of M. Corstans the relations betw-2n France and Turkey may be regarded as broken off. Munir Bey, the Turkish Am- bassador to France, has been tele- graphed not to return to Paris. An arrangement had been effected Aug. 17, and its terms drafted by the Ottoman Foreign Minister, with the approval of the Sultan, who had promised M. Constans that ‘he text, should be handed to him Aug. 18. M. Constans telegraphed to Paris Aug. 19 that none of the promises had been fulfilled, and M. Delcasse Aug. 21 telegraphed M. Constans that in view of the flagrant disregard of the udertakings the negotiations could no longer be continued, and requested M. Constans to inform the Porte that he had received orders to leave Constatinople. SULTAN MUST PAY ALL CLAIMS. PARIS, Aug. 71.—The correspondent of the Associated Presa was informed to-day from the best source that the departure of M. Constans from Con- atantinople, under the circumstances, is tantamount to a partial rupture of Franco-Turkish relations. Munir Bey, who Is in Switzerland, was informed this morning that the French Govern- ment does not desire him to return to Paris. ‘The current affqirs of the two em- banstes can be carried on by the charges d'affaires, but all negotiations of a pollt!- cal nature will be entirely suspended until the Sultan yields to the French de- mands. The French Government consid- ers that the Sultan haa broken hin word, He had promised full payment of the long-standing indemnities to Frenchmen, amounting to 12,000) francs, but at the end of last week declined to pay the full amount and offered a reduced sum, which was refused by M. Constans, who waited until yesterday and then de- parted. The Sultan made a final attempt to induce him to stay. M. Constans had left Therapla on board the Vautour, for Stamboul, where he waa to take thr Orient express. A court chamberlain arrived at Stamboul in post-haste, from the Sultan, bezzing M. Constans to re- turn to Therapla and promising that everything would be satisfactorily «et- tled. M. Constans declined to return, declaring the time for prominex was past.
