WASHINGTON, Gept. 13.~The War Department has placed the trans: port MoPherson at the disposition of the Citizens Relief Committee of New ‘York to transport supplies to the destitute people of Galveston, It fs expected that the McPherson will leave within eaventy-two hours and sall direct for Galveston, It is suggested that the relief committees of ‘Washington, Baltimore and Philadelphia and other cities in reach of New York by rail, place themselves at once in touch with the chairman of the Relief Committee of that city in order that clothing, supplies and food may be promptly forwarded, ‘Yne War Department has received the following telegram from Gen, McKibben, who was sent to Galveston to report on conditions there: HOUSTON, Tex,, Sept. 12, 1900, “Adjutant-General, Washington, “Arrived at Galveston at 6 P.
