DO NOT PAY WARING'S MEN, Drivers and Stablemen in Street-Cleaning Department Can't Get Their Wages, FOUR WEEKS’ PAY NOW DUE, Many of Them Are Daily Threatened with Dispos- sess Proceedings. COL. WARING IS POWERLESS. The Appropriation In Gone and He Says Somebody Has Been om a Vacation. Fur weeks’ wages are due the drivers and stablemen of the Street-Cleaning | ‘ Department. Nobody seems to know Just when these men will be pald. Col. Waring is trying to get their money for them, but oficial red tape in other de- partments where wages are pald out makes this a hard job. Meanwhile these workmen owe for food, owe for rent, owe for medicine, and their credit is gone. Some of them have been turned out of their houses into the street. Three of these evr men called at this office and complainec to-day. ‘The stories told by some of the men fare pitiful in the extreme, In order to find out just where the fault lies an “Evening World" reporter atarted out this morning to interview the heads of the department, who are Delieved to be, in a measure, responsible, Tt must be understood that the drivers on a different foot- epers and other em- Ployees of the Department. The latter are paid out of the regular appropria- tion for the Strect-Cleaning Depart- ment. The appropriation to pay the former was used up long ago, so an emergency bill was put through the Legislature to meet the deficit, Under this emergency bill Col. Waring, while he employs the men, has no power to pay them. He simply makes up tne pay-roll and forwards it to the Board of Health. The latter holds a meeting, passes on the bills presented and author- izen the President to vouch for the same, Tt ip then forwarded to the Hoard of Estimate and Apportionment, which au- thorises the Comptroller to issue ponds and sell them for the amount of the bill, This course has to be followed week after week.
