Saye n Must He reaned or Hondas Be Si Reven Talk of a new fesue of Government bonds has been revived as a result of the recent rapid decline in the Treas- ury gold reserve, and rumors are cur- rent to-day in Wall street that such an issue will be authorized next month It is said that negotiations have al- ready been reopened between the mont-Morgen Syndicate and the T ury officials for an issue of $50,000,000 under the same conditions as the Feb- ruary issue, and that the bankers are now the ones who are hesitating about urdertaking the new loan. The syndicate had an option, under its contract with the Secretary of the Treasury, for any issue of bonds that Might be made befor Oct. 1, and the Mysterious visit of Assistant Secretary William E. Curtis to this ctty is beleved to have been made for the purpose of consulting with members of the syndi- cate in regard to a new Issue. He talked with J. Pierpont Morgan and Assistant Treasurer Conrad Jordan, ang then is said to have rm ported the result of his conference to President Cleveiand at Buzzard’s Bay. It is expected that the heavy ship- ments of gold last week will be fol- lowed by an equally large outward ‘movement during the present week, and the prediction is made that gold ship- ments are likely to foot up ut least $5,000,000 before Saturday next. Should this expectation be realized the gold reserve in the Treasury would in- evitably be carried below $90,000,000 un- less the banks in the syndicate turn over more gold. One of the rumors current in Wall #treet to-day is that a new syndicate is being formed to take the next issue of bonds, and that the Government is en- deavoring to make more favorable terms than {t was able to secure from the Bel- mont-Morgan syndicate. According to ex-Assistant Treasurer Elis H, Roberts, there are only two courses open to the Government to meet the obiigations of the Treasury, one being to increase the revenues so that they shall exceed the expenditures and the other to borrow money by the sale of bonds. While he regards the latter expedient as a mere makeshift, he says that in his opinion another sale of bonds in the near suture is inevitable, as ‘it is the only way in which the present emergency can be met.
