WASHINGTON, March 18.—"You can fay that no response has been received from Spain to the cablegram sent Minis- ter Taylor, and that Secretary Gresham Bays so,” sald a prominent State Di partment offictal this morning. As- stant Secretary Whi also denied that any had been received. This is offered, not to be accepted as &@ refutation of the published announce- ment that 6 cablegram had been re- ceived from Minister Taylor, but as an iilustration of the policy of exclusion and indirection which prevails at the Btate Department. There is not the slightest room for Questioning the receipt of a cablegram from Minister Taylor or the accuracy of the statement of its contents pub- sned this morning.
