Importance of a Cable to Hawall. The Minister expatiates at length upon the importance of the proposed cable to Hawall, and recites the fact that the Government has in the past offered con- siderable subsidies, in one case amount- ing to $25,000 per annum and the exclu- sive right for fifteen years to secure such a cable. The opportunity now offered, he says, is one to which his country cannot be indifferent if it can be taken up consistently with treaty obligations, and if no more desirable scheme Is pre- sented. As the proposition 18 one in which the British Government is directly or indi- rectly interested, Mr. Hatch says the Hawallan Government feels itself ex- topped by our reciprocity treaty from considering it until the views of uur Gov- ernment can be ascertained. Inclosed in Mr. Hatch's note js a letter from Messrs. ieming and Mercer, the Canadian and ritish Commissioners, transmitting a copy of the memorandum of agreement touching the cable, They endeavor to show the advantages to the United States from direct cable communication with Honolulu and ex- ceedingly low telegraph rates to Aus- tralia, all without contributing to the capital required for the cable or the heavy subsidies necessary for its opera- tion.” It is not settled that the undertak- ing will, if ft is determined upon, be car- ried out as a Government enterprise. It is understood that If the Waehing- ton authorities consent, the memoran- dum will be subinitted fo the Hawallan Legislature. ‘The Commissioners then touch upon the question of subsidy, and gay that another feasible route ‘than Hawail is under consideration, and the adoption of the latter must be justified on financial and commercial grounds, They propose to inforin the British Gov- ernment of Mr. Hatch’s inquiry whether they would accept the sovereignty of Necker Island or some other, on condi- tion that no subsidy was required, but as they asked only for a lease they did not feel at liberty to entertain that question themselves, Not a Fortified Station. ‘The memorandum shows that the sub- sidy demanded 4s £7,000 per annum for fifteen years, that the island selected shall not be fortified or used as a naval station or other than cable purposes, and that the agreement shall terminate upon breach of its terms, In his last letter, dated Dec. 14, Min- ister Willis mentions the arrest of five persons on Dec. 9 for conspiracy and levying war against the republic. He also says that there have been several rumors of intended revo.ution, but no excitement or interruption of business. ‘The Government expresses confidence In ite ability to suppreay any, disturbance which might arise. The British war- ship Hyacinth would remain in port un- til relieved by another war veasel, In the course of the correspondence it In said that the Hawaiian Republic has been formally recognized by France, Mexico, Great Britain, Japan, Switzer: land, Russta and Guatema!
