Blaine, before Mr. Blaine scarce has finished his speech. “The idea is no good,” says Preston, “because it isn’t our idea “That’s been the trouble all the way in Seattle’s campaign for a city manager, Too many cooks in the kitchen. And every cook insistent that his own recipe be used or the whole affair be called off. Nobody considers the public. And yet it’s the public a city manager must serve, It’s the public that will pay his salary. ab: HE Municipal league wants one man to manage all the affairs of the city. It would give the city council power to hire and fire the mana- ger at will. In other words, he would become the council’s “errand boy.” Protests against this plan culminated in the organization of a feder- ated committee of citizens, representing labor, veterans, business inter- ests of the city, civil service employes and a wide circle of individuals, who insisted that if democratic government is to survive, the govern- mental functions must be kept in the hands of the people. Bitterness between these two factions increased. Attempts were made by the Municipal league, by circulating petitions, to get the charter revision plan of the protesters off the ballot. The revisionists come back with a threat to go to court to prevent the league’s amendment from be- ing put on the ballot. Court action looms. Drawn-out litigation is threatened. And the public becomes disgusted with the entire mess. ° * 7 Mr. Blaine’s plan, which has the endorsement of many individuals among the warring factions, is a compromise measure that GIVES THE PUBLIC A CHANCE. It should satisfy both the Municipal leaguers and the charter revisionists, if they will forget their ‘die hard” tactics and stubborness for a moment, and THINK. It provides that governmental functions be retained in the hands of the people, operating thru a council and a mayor as at present. The entire business administration of the city is entrusted to a Business Manager, who, hired on a contract by mayor and council, will take over the entire job of the board of public works, which spends more than 98 per cent of the city’s normal revenue. That gives us a man- ager for the city’s business and a government still in the hands of the people. Mr. Blaine’s other resolution, providing for a police commission of three citizens, to serve without pay, whose job it will be to name a police chief, takes the police situation out of city hall polities. ear ey O NEED to continue all this battling, in the courts and out, between city manager factions. No need to muddy up, the water so the public won't know what they’re voting for when they vote. Let’s get it down in A B C style. If the compromise plan is agreeable to the public, it’s a simple mat- ter for the council to put this measure on the ballot, withdraw the other two that have stirred up all the battle, send the voters to the polls on one clear cut issue alone, and find out where we really stand on this city manager proposition. The Star believes it would be a wise thing to do.
