(EDITORIAL) HE statement in defense of the obnoxious “coal zone plan” in Seattle, issued by the special committee of the fuel dealers, is not an excuse that will be accepted by fuel users. It is only a lame attempt to evade a duty that even many of the dealers themselves admit they owe to the public. The ‘zone plan,’ a holdover from the restrictions of war- time, is grossly unfair and discriminatory. Under it home- owners on one side of the road pay one price for their coal, while those opposite are charged another. Dealers will haul coal the entire distance across the city, into a low-priced delivery zone, for one amount and charge, perhaps $1 a ton more, for coal delivered two blocks from their bunkers, which happen to be in a higher-priced zone. The committee complains that the margin of profit at the bunker is not sufficiently large to enable the dealers to absorb the hauling charges. The public doesn’t demand this. What the man who buys coal] in Seattle wants, and what he is going to insist upon, is a delivery system that is equitable— one under which his coal costs him only as much as his neighbor pays. The Star is not in the coal business. It is not in the hauling business. The remedy for this system that the dealers’ com- mittee itself says is “imperfect and defective’? must come from these men themselves. But they must act, and act now! Only an end to unfair discrimination and the installation of a plan that will permit of delivery of coal on a mileage, or some other such fair basis, will be acceptable to the public.
