The British navy has “blistered” its major vessels; i. e., built an armoured outer skin over decks and hull against submarine and aerial attack The Japanese navy has raised its gun elevation so that it can out-shoot us. Brookhart’s Victory ENATOR SMITH W. BROOKHART has been renomi- mated by the republicans of Iowa, getting upwards of 30,000. votes more than his opponent, former Gov. Burton E. Sweat. Brookhart’s overwhelming victory fairly bristles with facts significant of the political trend in the agricultural ‘states of the Middle West. Brookhart, a 100 per cent La Follette progressive, stood on his record of consistent Opposition to the program of the G. O. P. old guard lead- ers in the senate. Sweet made a vigorous campaign with the backing of all the republican machinery. Brookhart didn’t even leave Washington. Brookhart carried more than two-thirds of the counties, his victory in the purely agricultural counties amounting to a landslide. Towa is one of a dozen or more agricultural states in Middle America, where the farmers are in angry and open revolt against conditions which the present administra- tion has done nothing to alleviate. The Senate and Daugherty AS the United States senate the right to inquire into ; the acts performed by executive officials of the government? A federal judge in Ohio ruled that the senate had no right to inquire into the affairs of Harry “Daugherty, late attorney general. Judge Cochran based his decision largely on the ground that Daugherty is no longer in office and hence the right of the senate to in- “vestigate his record has ended. __ In voting by the overwhelming majority of 70 to 2 to appeal from this decision, the senate took the stand that regardless of Daugherty’s present status, the power to study his record while he was in office has not lapsed. + Were Judge Cochran's decision to be upheld, it would ‘mean that a corrupt public executive could prevent and frustrate investigation at the hands of the legislative ‘branch of the government by the simple expedient of handing in his resignation. Had that been the recognized order of the day, the “senate could never have investigated Charles Forbes, of veterans’ bureau renown, nor Alakli Al Fall, of Teapot Dome fame. Both these officials resigned, or at least left office, long before the senate had an opportunity to study their executive acts.
