Complaint against Spencer was made by Coramissioner Paul as the result of an affidavit signed by Spencer, charging that’ Commis- sioner Paul had consented to the collection of & per cent per month from the salaries of South End Poad employes. Paul presented Dougias with affi davits from 15, employes of the dis trict, all declaring they were pre- ; pared to take the stand and testify under oath that the mcaey was voluntarily contributed without Paul's knowledge and consent. « W. lL.
