Two years ago Edwin J. 3rown was elected Mayor of this city on the issue of “low taxes and a five cent fare.” As part of his program he prom- ised to discharge from the city payroll “575 political in- curables.” He was silent on the question of law enforce- ment, He has failed completely to keep his campaign promises. The records of the City Hall show that, without ex- ception, every department of the city under the control of Mayor Brown has, during his term of office, asked for larger appropriations. The City Council, over the protest of the Mayor, refused to grant these increases. This is one of the chief reasons why today the Mayor has, with one possible exception, not a single supporter among the members of the City Council. The Mayor did secure a five-cent fare. The City Council passed this ordinance at his special request. This disastrous measure cost the city over $512,000 and plunged the street car system into financial chaos. Mayor Brown failed to discharge any of the so-called political incurables. But Edwin J. Brown did worse than violate his cam; paign promises. : : He appointed an unqualified political favorite Chief of Police, and gradually the people of Seattle began to learn that we had returned to the days of the wide- open town, Open gambling runs unrestrained. Listen to the testimony of the United States Prohibi- tion Director, Jackson, printed in the Post Intelli- gencer, February 26, 1924: “That the Seattle police department has never co-operated with hinr as it should, and that its members have been found in boot- leg joints during raids upon frequent occasions, was. declared yesterday by Divisional Prohibition Chief Carl Jackson, just - before his departure to his new post of duty at Denver. “Agents many times have reported fo me the presence of policemen, sometimes uniformed and sometimes in ian clothes, in places I have ordered raided,’ Jackson said.” ‘ At the written request of 1,500 of the decent men and women of this city, and at great personal sacrifice, I agreed to lead the fight for a clean city. My character has been attacked, my honesty has been challenged, my motives have been questioned, and I have been falsely charged with representing special in- terests, but “the open town must go.” I have nailed that ban- ner to the mast-head. In the primary election Brown carried Precinct No. 222, the heart of the red light district, with a vote of 121 to my 16. In the same district, in Precinct No. 219, the vote was: Brown, 73; Lundin, 10; Erickson, 31. Precinct No. 220—Brown, 110; Lundin, 33; Erickson, 22. Precinct No. 221—Brown, 145; Lun- din, 11; Erickson, 15. My greatest strength was in the University district, and I am proud of it. In Precinct 9 I received 244, Erickson 57 and Brown 48. In Precinct 10 I received -205, Erickson 77 and Brown 35. ‘ Brown will come out of the red light district precincts Tues- day with a large majority; a victory unenviably his own. On the other hand, the combined Lundin-Erickson vote (which was a protest vote, against the Brown administration) exceeded the Brown vote in Ballard; Green Lake, University, North Broadway, Capitol Hill, Madrona, Mt. Baker Park, Rainier Valley, West Seattle and practically every home section of the city. I count on these sections to turn the tide in my favor. It is to the fathers and mothers and home-loving people in the residential districts that I appeal. I pledge my word to keep the faith. If I am elected Mayor tomorrow, Seattle will be heralded to the world as a city wishing to be clean. It will be an invitation to. the people of the East and Middle West to come here, bring their families and build their homes. It will be the assurance of sound, legitimate and lasting prosperity.
