S. constitution and so declare congress cannot by law prevent the em- ployment of small children in the mills. It has been edi fying, indeed, to have it made clear that four other mem bers gagged on this doctrine and could not swallow it The fact is that the whole American Bar association probably would be surprised to know how rapidly the edi- fication of the American people on the subject of their courts is proceeding.
