The regular army, November % consisted of 12,597 officers and 11 4T4 enlisted men. The National Guard contemplates a membership of 500 for each congressman and sena tor, or approximately 265,600, but the Guard ts not now recruited to its full strength, Commissions in the reserve corps have been given to approximately 70,000 officers, while there are ap- proximately 104,000 students in the reserve officers’ training corps. For the coming fiscal year, begin. ning July 1, provision is made in the army appropriation bill for a regular army of 12,000 officers, 125,000 enlist ed men and 7,000 Philippine scouts. For the training of reserve officers, $3,250,000 ts authorized for the com- jing year.
