Forget. Traveling Money Is Withheld. yanyone who has been |from it To show the way in which the/ parole system works to keep a man | j ale nt I need relate but one incl |dent. A lady from Spokane who | was connected with some club came jto the penitentiary to investigate conditions and make a report to |her club, Amopg other inmates to whom she talked was one who was | working in the diningroom, After introducing nhe | what the true conditions there were hereeit His reply was to thin effect “1 cannot tell you anything. 1 am here on a five to fifteen-year ‘sentence. 1 have served nearly five years now and expect to appear be fore the coming board for parole. If I should tell you what the true conditions are I would be compelied to nerve the other ten years of my sentence and I know I could not live thea ft. I simply cannot tell you anything.” SECRET OF “CROSS” 18 WELL KEPT I had been in the penitentiary over six months before I knew that such a thing as the cross had ever been in existence there, After 1 learned of it, tt wae only by very cautious inquiries that I could get the details of the manner In which it was used. The men who knew of it were not taking any chances that 1 would “frame up" on them and cause them to be punished for “in subordination.” The state law (paragraph $551, Remington code) provides that “no parole shall be granted in any case until the minimum term fixed by law for the offense has expired. " men who had a “pull” have been re leaned before the minimum term for which they were sentenced had ex pired. On the other hand, many men whose minimum had been serv ed have been denied the right to ap [pear before the parole board. One such case is that of a young man who had been sentenced to Mon roe reformatory for a minimum term of one year. After being in Monroe 10 months h incurred the enmity of an official and wan transferred to Walla Walla penitentiary. He has/ now been in the penitentiary 18/ months and owing to the man’s re- fusal hag not yet been called before the parole board. Another incident is that of three men who were sentenced from Walla | Walia county for terms of six months to 10 yearn each. All were tried to: | gether on the same charge and all| were sentenced at the same time to the same length of terms. Two of | them were called before the board in| April, at the expiration of their mini: | mum terms, and released. he third man asked | that his | name be placed on the list of those He to be called before the board. was refused this and given the son that “I don’t think tt would do you any good to appear before this board.” After he had left the room the officer remarked; “I don't like the way he talks.” | MOST PRISONERS ANXIOUS TO FORGET The state law (paragraph 8651, Remington code) provides that any-| one accepting parole shall do #0 on | such terms asx the parole board shall | impose report is required from | a paroled man each month. County and city officers work in close har mony with the parole officer to keep | ex-convicts under constant survell ance. Also, most of those who have been confined in the penitentiary have a feeling that all decent ettizens will look dowa on them jf it is known they are ex-convicts, and for that} reason will say nothing of their ex- periences ‘The desire to blot out an un- pleasant chapter of their lives, coupled with the fear of being returned to the penitentiary, is stronger as an incentive to si lence than the sense of justice Is as an incentive to expose the penitentiary conditions. The state law (paragraph 8520, Remington code) provides that “in case the prisoner has not funds suf. fi¢ient for present purposes he shall be furnished with $5 in money and transportation by the cheapest route to the place where he was sentenced from, if the prisoner desires to re- turn there, or to any other place of the name cost.” ARE NOT GIVEN TRAVELING MONEY Of the hundreds réleaséd each year released | asked him | Yet/ | a THE RHODESTL Chemises $1.05 Gowns $1.05 Upper Main Floor A pleasing surprise! After every board meeting those who have been granted parole but have no funds, start at once to “bum” transportation money, There are but few men who have money when entering the prison, and what little they may have is soon spent for small necenaities the state does not furnish. How the parole officer |aquares thin necessity with decent | nelf-reepect I do not know. When I had learned some of the | details of conditions in the peniten- Uary with which I was not personal. ly familiar, I asked those who told me of ther if it would be all right to mention thelr names as having told me these things. Some of them said, “No, I would not like for you to do that.” Others replied, “Not junless I can be guaranteed protec: tion.” Those who had been there | longest were the most cautious about giving information or having Jit known they had said anything labout conditions, ° for Divorce Here Suit for divorce has been filed in| superior court here against Herman | J.
